To hell with consensus. Allow more personal choice and reform medical liability torts. I have a high deductible insurance policy and a medical IRA. I pay cash for medical services, and I get reimbursed by the IRA up to the level of my deductible. Whatever I don't use gets saved and invested tax free. I find that when I pay cash, I usually get about a 20% discount off my bill.
One change I would make is to allow individuals get the same tax deduction for buying insurance that only employers get now.
