I believe this would be a mistake. Today we have a HUGE safety net for folks who can't afford health insurance. We can improve the safety net by moving it out of emergency rooms and into doctors offices - but requiring an insurance company to cover a group of people despite the fact that the company does not want to service them is not a good solution.
